The Minerals Management Service (MMS), a bureau in the U.S. Department of the Interior, manages the nation's natural gas, oil and other mineral resources on the outer continental shelf (OCS). MMS collects, accounts for, and disburses more than $8 billion per year in revenues from Federal offshore mineral leases and from onshore mineral leases on Federal and Indian lands. The program is national in scope.

The MMS mission includes managing the ocean energy and mineral resources on the OCS and Federal and Indian mineral revenues to enhance public and trust benefits, promote responsible use, and realize fair value. The MMS is comprised of two major programs: Offshore Energy and Minerals Management and Minerals Revenue Management. The Offshore program, which manages the mineral resources on the OCS, is comprised of three regions: Alaska, Gulf of Mexico, and the Pacific.

Engineers, compliance personnel, and regulatory management working in the fields of petroleum, chemicals, and mining or support companies to industries engaged in offshore exploration and production find the content of these MMS collections critical. Three MMS standards and rules collections are available from IHS.

  • STC: Complete - contains all documents in the collection, both non-deepwater and proposed deepwater standards, as well as the 30 CFR Parts 250-282 and final rule Federal Registers affecting 30 CFR 250 - 282.

  • STCN: Non-Deepwater - contains all non-deepwater standards referenced in the CFR, as well as all CFR and Federal Registers affecting 30 CFR 250 - 282.

  • STCD: Proposed Deepwater - contains the MMS proposed deepwater standards documents, as well as the 30 CFR Parts 250 - 282 and final rule Federal Registers affecting 30 CFR 250 - 282.

All cross-referenced documents in these collections are linked for instant access to the referenced standard or Code section. 30 CFR 250.198 specifies Industry Standards documents that are incorporated by reference into the Code of Federal Regulation. All referenced standards are included in the MMS References collection.

These MMS collections are updated regularly to assure that you have the best information available when making decisions. Daily updates are performed for Final Rule Federal Register notices. All of Title 30 CFR is republished and updated annually.

To keep this body of information useful for engineers and compliance personnel, the documents in the MMS collection provide:

  • a hotlink capability to cross referenced documents
  • PDF bookmarks for ease of navigation
  • watch list functionality

Additionally, PDF files can be printed or downloaded in their entirety, or portions of the text copied for use in internal specifications or SOPs. Data in the MMS document collection can be accessed by:
