NAVY NAVSEA 9410.2: (SEA 06) NAVAL WARFARE SYSTEMS CERTIFICATION POLICY

This instruction is developed and promulgated as a Naval joint SYSCOM instruction in accordance with reference (b). This instruction is applicable to new and upgraded warfare system elements, subject to the C5IMP baselining process defined in reference (b) that meets the definition for category I and category II systems as defined in paragraph 7.g and 7.h below per current Commander Fleet Forces Command (FFC) guidance, installed in Navy surface platforms. This instruction is applicable to systems developed by the Naval joint SYSCOMS as well as those systems installed in Navy surface platforms developed outside of the Naval joint SYSCOM construct, i.e., other Department of Defense (DoD) services, joint PEOs, Fleet/Type commanders (TYCOMs), etc. Upgraded systems are those systems that have changed from their previously authorized NAVSEA 06 baseline.

This instruction does not define policy for joint service and/or Coalition Interoperability Certification. Joint service and Coalition Interoperability Certification will continue to be issued under separate policy.

This NWSCP is complementary to other related programs, including Ship Maintenance (SHIPMAIN), Submarine Electronics Modernization (SUBMOD), C5IMP baselining and system acquisition and nothing in this policy should be construed to either change or circumvent these related programs.

Purpose.

The purpose of this instruction is to promulgate the platform level and strike force (formally battle force) level Naval Warfare Systems Certification Policy (NWSCP). This instruction transitions the Navy's platform certification policy, currently aligned with the D-30 process and promulgated in reference (a), to support the Fleet Response Plan (FRP) requirements and criteria defined in reference (b) and defines strike force level certification policy and processes.
