Scope:
Purpose of SPCC Rule
The regulation is divided into three subparts, which detail the
requirements for a Spill
Prevention, Control, and Countermeasure (SPCC) Plan. Subpart A (§
112.1 to §112.7)
contains an applicability section, definitions, and general
requirements for all facilities that
are SPCC-regulated. Subpart B (§112.8 to §112.11) sets out
the SPCC requirements for
petroleum oil and non-petroleum oils other than animal fats and
vegetable oils. Subpart C
(§112.12 to §112.15) sets out the SPCC Plan requirements for
animal fats, oils, and
greases, fish and marine mammal oils; and oils of vegetable origin,
including oils from seeds,
nuts, fruits, and kernels. The SPCC Plan is the foundation of EPA's
oil spill prevention program.
