Joint Aviation Authorities, an associative body of the European Civil Aviation Conference, represents the civil aviation regulatory authorities of a number of European states who have agreed to cooperate in developing and implementing common safety  regulatory standards and procedures.

A five year exclusive distribution agreement was signed by IHS with the JAA to provide all the JAA documents to the aviation community worldwide. The documents covered under this agreement include the Joint Aviation Requirements, Notices of Proposed Amendments, and the JAA's Administrative and Guidance Material.

ICAO establishes international standards and recommends operating practices and procedures covering the technical fields of aviation used to develop a code of international air law for over 180 countries. IHS is a republisher of the ICAO documents, positioning the AV-DATA service as the primary resource for international aviation regulations and guidelines.
